Akatsuki is a modification of the Fubuki class just like the Kagerou but less intensive.  Ayanami and Asashio class also isn't in the game as another heavily borrowed Fubuki class design.

Yuugumo class isn't in the game because they are improved versions of the Kagerou class

Shiratsuu is also not in the game because they are improved versions of the Hatsuharu class. Both these DD classes inspired the modifications to the Fubuki class design for the Fubuki derived DD classes.

Agano-class fits the tier 5 slot, there is no clear reason why there isnt a ship there. ¿Furutaka? apparently used to fill it but it in the alpha was pretty much identical to the Aoba I reckon, but I don't know this for sure.

Aoba class are improved versions of the Furataka class heavy-cruisers which where modified Sendai class light-cruisers which are Improved designs based on the Nagara class and Kuma class cruisers.

Ooyodo is another tier 5 candidate with it's 15.5cm guns and light cruiser armour but the Aoba might be lowered to tier 5 with how it is preforming at the moment.

Akizuki-class aren't in the game despite being completely different from the fubuki class and potentially more useful than the currently tier 9 Kagerou to say the least. ( AA destroyers, btw )

Tone-class are derived from an upgraded improved design based on the Mogami class ships.
