What cruiser line have the most long range of fire?

For best range, it's a fair fight between the Germans, French and Russians. The Russians are arguably better due to their improved ballistics, making it easier to hit at those longer ranges. They can't take a lot of fire in return though, until the mini-battleship that is Moskva at tier 10. Germans have the better overall armour and high AP alpha damage, but suffer in detection and mobility at higher tiers. The French have speed on their side, along with a decent HE shell, but like the Russians, can't take many hits.

 

Range isn't the only determining factor in a cruiser and whilst long range is beneficial, cruisers like the American's and British can make it work surprisingly well without. Experiment a little with the lines, going up to tier 5 or 6 in each of the lines should give an idea of playstyle for each of them, and is relatively quick to do.

Just going up to t5/t6 may give some false impressions though. Pensacola is a whole different beast from Cleveland, Yorck isn't the spammy parer-citadel monstrosity that KB/NB are.

Why worry about range?
Range is seldom about skill but more about luck.

 

The further away you are, the more you're likely to miss targets and action.

Too close is (generally) bad, but too far away isn't always better.

Zao, for me is a great long range ship, precise, HE shells from range hurt badly and chance of fire is great, close range, Zao AP shells are devastating, torps are fast and tight, but saying all that, the Zao is best when she is escorting other ships, BB's DD's, I always find if you have a division of Zao, BB and DD, the enemy is gonna have a tough time.
