Minotaur guns traverse at 4.74s, increasing it by 1°/sec gives you an extra 1/10th of a second. I.e. nothing, your wasting 2 points. On Leander, Fiji, Belfast and Edinburgh he'll reduce it from 25.7s to 22.5s, compared to 23.5s for normal EM. That's not too bad. Perth is the ideal boat for this guy. The RAN was specifically set up to act as a division of the RN during time of war, and for all other naval and logistical activities during peace. All of the Commonwealth navies were integrated with and mentored by the RN until well after WW2. The officers and manpower were freely interchanged, with most CW officers learning their trade in RN ships and shore establishments. Something like tier 5, with more hp, long range torps, epic stealth and speed/mobility but no guns and only those two torp launchers.
