I'd rather they showed IJN BBs some love and gave them a Silver Ship with buffs but then people would whine at P2W and want to accept under powered Hull A ships instead Maybe if the price is right but I have every tech tree USN BB from T6 to T10 and I barely get round to them all as it is. I don't mind "paper ships" as long as there were blueprints for them, or if there were some other concrete and realistic plans to actually build them. History wanted it otherwise for many ship designs. Many "paper ships" might actually have been built if it weren't for certain historical developments (historical events or technological advances/changes).
