It's a total beast of a boat and I like it more than the Belfast. Has all the tools and HE but Fiji is more fun for me. First there's the heal. It's not a great heal but it's a heal! Secondly the torps. Torping smoke is fun. Torping BBs and even dds coming round islands is fun! And the ap is just as good at annihilating dds. She even feels more tanky than Belfast. Also you don't feel like you're cheating quite as much... CE + inertia fuse - why on earth would you pick something different on the Belfast? Complete waste of skill points. Agree. RPF can also give YOUR position away if the enemy is intelligent. Not something you really want to do in some ships. Belfast doesn't need RPF. Tech tree Leander = 1943 Ajax right after she left the US, including the camo.
