Can happen when you just unlocked one of those ships. Just switch to Yokosuka port and back. If that didn't work, just restart the game and it should do the trick. And even if new port is not Yokosuka, after that battle ends your ARP ship will appear in your new port. But you will not be able to select it for play and will be gone after restart. Not to mention that ARP Takao is essentially a free Atago without the camo. It's an amazing ship in my opinion.
