A commander with 6 points needs 15300 XP. If you do all the mission with only one USN ship with the same commander with no points when you start when you get the 70000 XP you will have a 9 point commander. So 54700 of the XP is for the 100 Zulu flags... That's WG EU, balancing the value of the rewards with the requirements at it's best.
