Thats not how it works, the law already exists in Belgium, all it does is for loot crates which can be bought with real life money, developers have to specify the odds of getting X/Y/Z. The game reroll the drop if you have the ship already and gives you one you dont have! It's the current epic drop the premium CV Ark Royal. Of course this ship sucks big time, hence it's a free drop.
