You should look to outfit and level at least a trio that works well together. I don't currently see a reason to have two sub fleets, but at least one fleet now that we have a bi-weekly mission for a full fleet and also quite a big investment in subs from Manjuu's side, indicating that they probably won't let them be entirely optional for very long. That's my recommendation.

If nothing else you'll have some free damage on parts of most maps and extra firepower should you choose to pay a bit of oil to summon them into a battle.

I have by far the most torpedo plates out of all the types, so outfitting the subs isn't even that expensive. Especially since it takes so long to gather sub torp BPs anyway.

Sub torps blueprints being as common as they are is kinda bummer. That and I guess I'll have to considering clearing up docks again, especially them filler DDs like A, C and M class and what have you. I barely use DDs whatsoever, simply because why use DD when I can throw Brooklyn at it?  Akizukis are at least memes in terms of volume of (not really effective) fire when outfitted with their 100mm twin, what French DDs would be, remains to be seen.

Wouldn't be simpler and cheaper in short term to go to firing range and pew pew there without all the hassle for firearm license?

Dunno where you live, but in Siemaland all the hassle for gun ownership makes you butt sore and empty-wallet quickly
