They invite those that they see are active and provide a lot of valuable information. Basicly people who allready provice great information regarding bugs, balances and so on and know the game very well. They won't just invite people that they got no knowledge of, that is why it is by invitation only, because they pick people they KNOW are doing good allready and can be usefull. So spend a lot of time on the PT server, give as much feedback on the forum as possible, try to make yourself known to the developers then cross your fingers and hope.
