There is no connection whatsoever. Ships started testing in 0.5.8 can test until 876.456.4 regardless what ships started testing 0.5.9. Looks to me like they're either ready to release it (doesn't require more testing) or they discovered something catastrophically wrong with it and need to redo it completely. Edit: I understand "The following ships are now available in the game client for testing by developers and supertesters" as "only those ships and whatever's already been released in the tech trees" - especially since König Albert and Kaiser are listed in both patch notes. If it does come, I expect it to me more than a little hard to play. Too slow to take on CA's effectively, and too week to tackle BB's. With deck armour that 6" guns could pen, your only hope would be to get close and hope for the best. Still, because of its history, it would be tempting.
