Consumables CD

Hi.
I think Consumables CD is way 2 long.
Spotting Aircraft on Kirov got 360 sec cd (6 min) and I can use it 4 times.
But match last max 20 min so there is no chance to use it so many times.
I'm not sure if CD starts from activating it or after spotter returns but either way it can be only longer.

Alternatively... Do you really need superintendent skill on this ship? Could you use the captain points more effectively?

 

If your plane gets killed you get to launch more. It's redundancy.
