I've never heard about a native fire modificator tied to caliber, though.

According to the tooltip for its guns it got the same fire chance as the Omaha and Murmansk.

 

Wargaming have "form" for this kind of weirdness.

 

For example, take the Mogami.

With the 155mm guns, and the "A" hull, the standard detection penalty for firing the guns is applied (+4.65 km)

Move to the B/C hull and you get the detection penalty (+6.08km) for 203mm guns whether you fitted them or not!
