That's actually a kaibokan, a number of related pictures showing kaibokan being bombed by B-25s are commonly misidentified, for instance this one

AB-25oftheFarEastAirForces38thBombGroupr

is commonly said to be "Akishimo", but in this picture it's even easier to recognise the single shielded 12cm gun of a kaibokan.

My town after aerial raids (oct.1943 - jul.1944) from San Diego Air and Space Museum pubblic collection.

On right, sunk on a side, "Ottaviano Augusto" (Capitani Romani class) cruiser, in building on local navy yard at that time, launched and ready at 90% or more. On the docs, in the middle of the pic, royal yacht "Savoia", burned...

The Wichita was used for allot of shore bombardment and close in work (though not exclusively so) she was a gun cruiser. Also I think the object in the foreground is a type of para-vane though I would welcome any comments on that.  Also here's a picture of the Lexington.

Actually the specialty of Wichita class was that it was kinda experimental ship - 8" gun cruiser built on a hull of Brooklyn class 6" gun cruiser, with new 5"/38 DP guns (on the picture) in single mounts - as such it was a one-off, as following ships had twin DP guns (the single mounts ate too much space).
