Japanese DDs are terrible, but I wouldn't trust those numbers. Having a ton of bad torpedoes leads to a high score, but if the range is much shorter than the detection range you won't be able to find them all that useful. The numbers are only useful for things like concealment or survivability where they're relatively objective.
