Is there any penalty for having a captain form one ship playing on another and not being trained for it? Any class difference? Like a captain form a DD sailing on BB or captain from tier 6 bb playing on tier 7 bb?

You don't need any retraining for premium ships but for all classes? Can captain form a cv play on premium cruiser for an example?

Any captain of the same nation can play on a premium ship of that nation with no penalty.
