There's no crews, no pilots, no sailors in the first place.. so how come there are voices in the game?!!

Because we are still in beta. Even wot for a long time didn't have Nation voices but the language you have chosen in launcher for all crews.

Heh, yeah I remember the first time they tried to change the voices on WoT and it came out sounding like Buzz Lightyear!  Needless to say they changed that back quickly, and it was almost a year before they tried again and got the national voices.
