Just read the rules, to improve diversity CV's are banned, submarines are banned, ships are banned, numbers are limited.
For diversity....

I am still going through the dctionary. 

Diveristy as degree of variation, so as to increase variation whole ship types get banned or ships are banned.

I think the diversity argument only relates to the limitation of the number of ships. As in preventing a  clan to show up with 7 x Kremlin or something.
What is more is, that it is an unproven argument.  Clans claarly are not free to decide what ships to bring and have not been for years now.

Please do not respond to this post if you only want to argue that the gameplay you like is the only gameplay you want to be allowed.

Looks like there was a small hiccup in the article and some of the czech localisation was put there instead. It should be fixed already :)
