You need to actively participate during the entire duration of the match. if you are inactive for a significant period of the game, you can still end up being counted as inactive, despite contributing in the battle later/earlier. Quite the opposite - active contribution during the entire battle is important for your team, which is why such a system is in place. With this WR and Average Damage, I suspect he is "playing" 3 of his accounts at the same time in a division.
