While it is true for the Alsedo-class, they were in service until 1961, and mostly for the Churruca (though the ones of the 3rd version served until 1978 and '82? Wow!), it reads really weird like that. As if they were only used in those two decades and not in between. Sorry, if I sound a bit like a... you know. It's just that this somehow really jumped out at me. But the tier X: You give it four triple launchers. The ones you can see on the design picture only has double launchers though. Honestly? Tier VIII and up, even with them only being 120mm guns, at that reload, gun number and range are absolute beasts! Not sure if we need another Midway-class, I have to say. And I think the PanEuropean ships, at least the DD, may yet appear in some way in the game. In the case of the latter even as part of a tech tree. Didn't know (or check, to be honest) that. It would make more sense then. Though the question may be asked whether fewer tubes (with quicker reload) would be enough for a prime gunboat like that. Otoh large reason for these torps when playing would likely be to deter rushing DDs and cruisers, I feel. (Not really enough damage against BBs either way.)
