So let's take a look at what they might be. Tech tree features: The ships have fast-firing and accurate artillery with fairly good ballistics and a decent (by destroyer standards) firing range. Torpedoes have a relatively short range. Starting from level 8, the number of torpedoes becomes small. Air defense is very good, no worse, or even better than that of Europeans Surveillance Radar appears from level 8 Repair party available but no Smoke Generator South Americans do not shine with speed Representatives: Spoiler Pan-American destroyer Alexandrino Dealenca, Tier II: The history of this ship began in January 1914, when the Acasta-class destroyer Porpoise (renamed K-class in 1912) entered the Royal Navy. The ship took part in the First World War, including the Battle of Jutland. After the end of the war, the destroyer was sold to Brazil, having undergone modernization along the way (in particular, instead of single-tube 533-mm TA, it received twin-tube 450-mm ones), and was renamed Alexandrino Dealenca (since 1927 - Maranhão). It wouldn't be the first with a slower speed than its predecessor in the tech tree. And the lower number of guns (4 to 5) could be compensated with something along consumables or just a better turret shift and/or fire rate. As for the proposed premiums: Ships from the fifties should not be around tier VIII, in my opinion. The only ones we have in the game are at X or XI, unless I have missed one. If you look at the gun spacing you can see that's the L/M gun mounting (4.7in on a CP Mk XX mounting, presumably, in the 50s, modified to have RPC and be a better AA gun). So that should be OK, bigger than Lightning or Orkan with a similar gun armament, better AA, but fewer torpedoes. The Pan-Am DD line is great - it's where all the post-war fun happens in respect of "traditional" DDs with guns and torpedoes rather than anti-sub/missile roles. I think I would probably put Nueve Esparta at IX and Siete de Agosto at X, though, rather than the OP's order. It might be possible to do a little better than Generalissimo at Tier V (not only because of the name) - perhaps the original (British derived) Acre design or Mendoza/Cervantes from the Argentinian Navy? It would be nice to avoid having too many UK derived designs in mid-Tiers, though... it does seem as if 90% of Tier V/VI Destroyers are British standards. I expect Italian yards were pitching around that time.... I love the Almirante Williams class as a Premium (very Forrest Sherman) and there's potential for another Premium (a proposal for Venezuela) using three Mark N 4 inch guns which might work nicely at Tier VII/VIII in a Sims style. The tech tree tier VIII is not a 50s design. The Nueva Esparta class was apparently based on the Battle class, direct predecessor of the Daring class. With a similar gun loadout as the latter, though a lot less torpedoes. So I would think it would fit better at X yet. The Almirante Clemente I admit could probably be made to work. Since while it was a more modern design, it was also a rather small one and not as strong (but also cheaper in selling and maintenance cost, I presume) than its contemporaries that have made it to the game. Of course that raises the question of whether it should be used in general. USS Saipan was launched in '45, commissioned in '46. That is not the fifties. Pobeda is mostly a fantasy product and never existed. Though the Soviets did indeed consider finishing the started Khronstadt hull they had as an aircraft carrier... in 1945. Again, that is not the fifties. So three of the ships you mentioned actually PROVE my point. And the only exception that I have indeed forgotten only took until the fifties because the war delayed production for over five years.
