I can't use my reports for battleships and destroyers as long as I need that much for submarines and aircraft carriers. It will not go below zero anyway (unless some reports go to WoWS Karma). What I do instead is just blacklist them. I avoid the stress and who knows if enough people thought the same the sub players could enjoy the knock on effect of longer wait times.
