I hope not and it would be the right decision because implementing it with the skills would break the game a lot, not that there is much left to break. Imagine if they would listen to the community more often, they would recommend the game again and spend money on it, but it probably won't come to that. The main purpose of these new squadrons in the initial concept was to help allies damage enemy ships with fires and floods, as well as to block enemy consumable uses. Whereas every player seeing the proposal knew instantly what a stupid idea it was. Still, outbreaks of sanity like this must be supported. Why not something to support the team in terms of defense and survivability? Drop heal bombs on low HP allies -or- drop beacons to detect torps in a sector for a certain amount of time -or- drop beacons to reveal subs for a short amount of time -or- drop short duration smoke bombs on allied ships to save their bacon. Stuff like this. Like real support for the team. People would hate way less on CVs if they did something for the team instead to make the enemy team feel helpless - which is the main reason why people hate CV in first place. Probably, they're looking for a way to integrate the class into the existing XP system, with a damage helper that's relatively simple, with a spotter/healer I should imagine it's much harder to measure the impact of the player on the game, and thus calculate the rewards.
