You can grind Pan Asian tokens up to Chumphon camo, I think.

 

After that there is Harbin camo (7000 tokens), Harbin tier 8 ship (16 000 tokens), Sejong camo (10.000 tokens), Jinan camo (13.000 tokens) and finally Jinan for 20.000 doubloons. 

 

So it's 46.000 tokens + 20.000 doubloons.

 

You can buy 800 tokens for 1000 doubloons, so in total 57.500 doubloons + 20.000 doubloons, 77.500 doubloons for tier 8 Harbin and tier 10 Pan Asian cruiser Jinan. 

 

Thats' 235 EUR (more or less).

BTW if you want a cruiser with deep water, high range torps just buy tier 8 premium cruiser Irian. 13,5 km range torps with Torpedo Reload Booster. Very good ship. The only drawback is you don't have smoke consumable.

I met Jinan in battle already, so yes. Someone bought it. 

 

Sejong is in one of those packages for 1000 doubloons. Thera are lot of with 800 tokens, one with 12000 tokens and one with Sejong.

If your calculations are correct (and I have no reason to assume they aren't), then you're missing nothing. Except the capacity and willingness of a small minority of whales to throw money at anything WG dangles in front of them.

 

Tbh, I find whaling on these early access ships mind bogglingly strange. There isn't even any aura of exclusivity about these ships, as they are probably not overpowered and will in any case soon be available for everyone - unlike say a Benham, Belfast or Musashi gotten from santa crates. Most experienced players will feel nothing but contempt/amusement at seeing one of these on the water, as it is a floating advertisement that the driver is a sucker.

Lets put it this way: The guys doing this are kind enough to pay for the server and development of this game.I cant quite remember the number I read somewhere but I think it also was pareto distributed (like many things): About 10% of the customers are providing 50% of WGs income, and of those 10%, 10% provide again half of it. => 1% of the customers buy bundels like this and provide WG with 25% of the income.

Whilst I wouldn’t spend that kind of money on a single ship ( and not just because my better half would kill me) there are more than enough people who will spend that to get her sooner. 
 

I would say though I don’t have a problem with that, if people want to throw money at WG for early access they are most welcome too.

I would only consider it shady if you could never get these grind ships outside of the event, like the Dockyard. I believe we went from ''play/whale for containers maybe dropping a T8 future tech tree ship'' to ''Get all T5-T7 ships in early access just by playing the game normally''. Was there any situation in the new format where you could get the T8 for free too? Perma camos certainly. The clue is in ''early access'': you are technically not supposed to have them for a while still. You grind the super easy missions? Either play the ships you earned or sell them. You win! Don't spend money on the early access? You win more!

Luckily most of the Dockyard ships are not worth the investment and Pan-Asian cruisers look decidedly mediocre enough to ignore. Whales will keep whaling and WG will keep milking, early access buy-ins or not. All WG is doing now is just expanding means of monetization to make them more appealing (or is it appalling?)

Actually I dont realy mind the early access. I rather have people whaling for stuff I can grind for free in a few weeks, than I have players beeing able to buy overpowered Premium ships at low tier (looking at you Belfast) to be able to dominate Ranked/Brawl every now and than when the modus comes to thouse Tiers again.

For €235 I will travel to @Europizza and listen to him grumbling about WG. It's far more entertaining and good value for the money.
