In my opinion I think the tier for tier the Congress is one of the best cruisers in the game. This thing has heal, hydro, radar, good reload, decent armour, and heavy hitting AP shells. In a earlier game I was punishing a North Carolina as I ended up getting citadels with my first and second salvo. During the years I was keeping statistics, you got 75% CV matches there. Tier VIII is the tier most urgently skipped with Free XP in order to get to Tier IX which had only about 30% CV matches, except for when WG was running idiotic CV playing incentives which got you teamed up with one sub-40% win rate CV potato after another.
