Any ship can technically counter CV. As explained in R-S-P principle, some side is more effective towards other and on the other hand is less effective to the other one.

Strong AA ships are good defensive counters to CVs, as well as basically all ships can be good offensive counters to CVs - everybody have the chance to damage/destroy CV when she is spotted and in shooting range.

So with this, all rounders quite effective against CVs can be battleships, which can damage significantly enemy ship from long distance and usually have decent AA defence. DDs while not being spotted can be also very effective against CVs, not defensively (with exceptions like Halland) but offensively. Cruisers on the other hand are better defensive counter to CVs, than offensive ones.
