When radar is on cool down it’s clumsiness and concealment will be big downsides. Do we know what Ragnar's concealment is like? I recall reading she is from the 'spotted from Pluto' school of Destroyer design; Smaland isn't great for sneakiness (6.1 km from memory, although I could be wrong) but she isn't actively bad in this regard... True 45-60 degrees vs 60- 75 degrees but Ragnar is more accurate, has the best dispersion with 61m while for instance, Druid has 106m Plus Druid has only AP which is not very useful on bow in targets while Ragnar can utilize its HE 11% fire chance and 30mm pen. You can try :) But since Ragnar literally is a floating brick, you will most likely fail. Add no torps and no hydro... fail guaranteed. Smalland is far superior for this role. Of course we will see after playing it but 4x152mm guns with best dispersion at 3 seconds (base) reload and high pen sounds good enough to fight off most dds except maybe Khaba and French DDs. The problem (compared to things like Orkan/Smaland) is that the opposing DD has a much easier time baiting your radar; it's essentially the same trick you pull against radar cruisers - spot them on the edge of their radar range, then run away (bravely, of course) when the radar goes off, so making them waste their charge.
