It means that something performs better. It is just stating facts. It does not say why that is the case or if something is better.

You could race in a Formula 1 car and perform worse than a profesional in a Formula 3 car. That does not make the Formula 3 car better than Formula 1 car.

This like talking about 2 different classes of ships. 

Zao and Yoshino have close playstyle and are in the same class of ships - cruisers.

 

Your comparison also has nothing to do with the overall discussion. Just because Yoshino has worse stats doesnt mean its worse ship. It's coal ship everyone can pick it up, even not playing cruisers. But you didn't think about this. Bob.
