It probably doesn't help that T7 isn't in a great spot at the moment (outside of Narai): you don't generally get the concealment mod and more often than not get uptiered. It's a safer bet in the current meta and also has a vast array of heavies that can hold their own in high tiers. Wichita, Prinz E, and Atago are all good cruisers. Unfortunately, they don't have any gimmicks up their sleeve to protect their squishy long hull from melting. Should be a decent ship and worth buying if you want to try the US cruiser lines. Wichita is also very good (and more versatile, can be run as a cap CA with radar as she's very stealthy, or as a long range HE spammer with Spotter) but has lighter shells, so not quite as much punch.
