Missions done but no permanent camo for Kong received

Have I missed something somewhere? I did all the missions for Kong/Godzilla (having chosen Kong), but all I got were the 20 temporary 'ultimate titan' camouflages and not the permanent one for the North Carolina. Was this a 'random chance to get' promotion?
