Commanders!
We thank you for your feedback, which, together With the spreadshett's statistics collected, helped us identify such obvius things such as directions for improving the skill system  deadeye should been never implemented. We want to tell you about the first planned changes and about the further stages of the development of the Commander's skill system.

In Update 0.10.4, we plan to make the following balance changes because we would like to see you guys suffer for 1 more month in the cancer deadeye meta:

Cruiser's skills

"Survivability expert"

  • The hit point bonus for each ship tier has been increased from 350 to 450.
  • The enhanced skill has increased its hit point bonus from 400 to 500.

Destroyer's skills

"Extra Heavy AP Shells"

  • Damage of main battery AP shells increased from 5 to 7.5%

"Fearless Brawler"

  • Removed the penalty to the ship's detectability.

Aircraft Carrier's skills

"Enhanced Reactions"

  • The 25% penalty to the action time of the "Patrol Fighters" or "Interceptor" consumables has been replaced with a 25% bonus.

Battleship's skills

"Super Heavy AP Shells"

  • Damage of main battery AP shells increased from 5 to 7.5%;
  • Fire extinguishing time and flooding recovery time reduced from 30 to 25%.

"Dead Eye"

  • Skill changed to "Swift in Silence": Increases your ship's speed by 10% while she remains undetected

We strengthened the foregoing skills, as they were conceded to other skills of similar cost in terms of combat effectiveness, which also affected their popularity.

The spreadsheet said these skills had a whooping 0% popularity with the exeption of deadeye, So we decided that we no longer want to punish those poor new players who picked them so we made less point dumpsters.

 

We decided to replace "Dead Eye" with a skill that enhances the battleship's positioning capabilities because we have no better idea for a new skill and we heard vermont is too slow. "Swift in Silence" will allow battleships to quickly enter the battle or change positions during the battle or something right?

With the release of 0.10.4, all commanders who have learned "Dead Eye" will have battleship skills reset for free. Skills of other classes won't be reset because we want to tax gun boat dds who didn't picked fearless brawler which is now a mandatory skill for them.

Further steps

The next skill changes are not planned until autumn,we guys know how much you love secondaries but as we said we don't really care about your feelings enjoy your 10% hitrate secondaries, as improvements and reworks take time to develop and test except of course if its a game breaking rework because we make sure those do not get proper testing before we release it to our costumers. We will work to balance a number of skills which means we go on a vacation and then before autumn comes we check the spreadsheet and give out micro nerfs/buffs to ships/skills, and try to improve or replace the most unpopular skills because thats all that mathers: popularity and we saw that secondaries are still played by some people so do not expect us to buff secondaries.

Over the last few updates we have been collecting statistics and feedback on how the updated skills have affected the game balance. After the changes in 0.10.4, we plan to focus on the state of individual ships most affected by the skill system update, and make changes if needed, JOKE we only wrote these lines to give some hope to flint owners but the reality is that as we said earlier we don't really care about your feelings enjoy your 11km max range for another year or two or idk we really don't care.

We're planning a free skill reset for all players as part of the second phase changes expected in autumn OR not because we did not set this in stone, you can expect to use dubloons.

Extra heavy AP is actually kinda nice on jutland/daring, now its going to be better. Same for fearless brawler on some russian and french DDs, not all of these skills are junk.
"Burn 30% longer for 3 skillpoints" is junk though and "10% extra speed, sometimes, but only if there's no CV, for 4 skillpoints" will also be junk.
5K extra HP on some cruisers would move that skill from junk to maybe worth it.

It's not all bad, just deadeye was too good and instead of changing it - they swapped it for one more trash value skill. I really hoped they would change deadeye, because the idea behind that was actually interesting, it was just too powerful and the requirements to make it work made people do silly things. If they changed deadeye to be -5% dispersion regardless of where your ship is, it wouldn't be OP, some would still want it, I probably would on some ships, and it would no longer cause people to hump the border.

I'm actually suprised by how they did it, instead of changing the interesting skill, they just removed it and swapped it with what appears to be a place-holder, it's a speedflag for 4 skillpoints, and it won't even work most of the battle.
