Yes, it does. Quite significantly. Basically you get immediate flooding, which you can't repair.

no, the playerbase deserves CVs, they deserve FDR especially, FDR is pretty much the incarnation of the rework with it's playstyle. The playerbase wanted a rework, the playerbase receives it in full.
