Wargaming is this your way? Are you happy with the update? Many players are disappointed and frustrated and nothing is heard from your side. Are they happy about it yet? That is the question. It appears WG never listens to this Forum. They didn't listen when they rammed the CV rework into the game. They , apparently, aren't listening now on this Cpt skill rework. Someone observed some (long?) time ago that we 'Forumites' are a very small population in relation to the great mass of players who never come to the Forum at all. Since WG knows this they can afford to ignore almost all the Forum comments and it is clear WG does exactly this. It is stupefying why WG removed PM from Cruisers. Why can't Cruiser Turrets not to mention their Torpedo Tubes get some buff that even DDs get for their Turrets? Also, WG didn't change the "meta" for sake of shaking things up. It was and is a way to mentize the game even further. It also allows WG to "change the meta" in the future again - from Sniper BBs and skills we have now - to new ships that counter those and of course new skills...with a new and improved way to mentize the new change.
