Some of the new skills are very differently described in game then what they (should?) do.

Destroyer, 4pts. Fearless Brawler: Reduces the main battery reload time after the ship has been detected by the enemy.

Cruiser. 4pts, Top Grade Gunner: Increases the reload speed of the main battery after an enemy has been spotted within the standart detectability range.

Battleship, 4pts, Close Quarters Combat: Increases the reload speed of the main battery after an enemy ship has been spotted within the firing range of your ships secondary battery.

 

"after [...] has been" does not imply that you have to keep the status in order to keep the buff, it only tells that you have to get into the status to receive the buff. But it does not say anything about how long this buff will work. The way it is described in game, one can definitely (mis)interpret it as permanent buff untill the end of the battle.

But this is not the case,(at least not with the cruiser skill, the only one I tested). 

The skills are absolutely wrongly explained. You need to replace "after [...] has been" with "while [...] is being".

"while [...] is being" absolutely implies that you need to keep the status in order to keep the buff. "while" makes that very clear that it is not an permanent buff but limited to the requirement being met continuously. 

So:

Reduces the main battery reload time while the ship is being detected by the enemy.

Increases the reload speed of the main battery while an enemy is being spotted within the standart detectability range.

Increases the reload speed of the main battery while an enemy ship is being spotted within the firing range of your ships secondary battery. 

 

And i'm sure other languagues suffer from the same wrong descriptions as well...

But it is not, the way it is worded. Switching out those 3 words would prevent any kind of confusion for100%. Also keep in mind that new players, joining the game in future also have to understand those skills, and they won't have free respec. So WG needs to make sure those skill descriptions are correctly understood by all kind of players, including players joining long after the rework...
