Unless you have hard proof that they were spying and exchanging informations about location of unspotted ships there's nothing wrong. It is possible they might be queue syncing but I have personally experienced coming up against my own clan or people we know. But we play fair, we don't communicate with those on the other team, no stream sniping and we focus on winning for our team and no hard feelings whoever loses. If there was clear evidence they were throwing like calling out teammate positions to the enemy in chat, doing damage to their own team or pinging player locations using ammo to let their clan mates on the other side know that is not on and you can report them fair and square, but yea people from the same clan ending up on opposite teams can happen and matchmaking allows for it. I personally have experienced this many times, this doesn't mean they are cheating. If you want to check download the match replay and watch it back and then submit a report when you are sure you can see something obvious that indicates throwing or match fixing.
