Do speed modifiers on torpedoes effectively increase the arming range of torpedoes causing them to arm after exactly the same amount of time and thus give little benefit for air dropped torpedoes, as they do not allow you to drop them any more directly to the target as one that is moving slower, with only potential benefit being when torping into the rear, it increases the ability of the torp to catch up with the target?(although this is only an issue with very slow torpedoes that cannot or barely catch up with the target ship, because you can mitigate that by dropping torps inside the arming range and they will still manage to hit the target fast, because they will arm as the target is moving away)

Does "sight stabilization" skill merely lower the time until you can launch the weapon from the plane (the pre-aiming time) or does it ensure that the spread narrows down faster leading to you achieving the full targeting accuracy faster?

That is correct. Torpedos have an arming TIME, not an arming distance. Thus, if the torpedo is faster, it covers more distance while waiting for the arming time to activate the torpedo.

Yes it increases distance

 

Yes, the sight stab increases the speed of narrowing the cone, however that does not mean you cant narrow it without it as well if you start a bit farther away
