Additionally to the problems already stated I presume many people simply try to grind their low tier ships in this mode without really being interested in winning or without having fully equipped ships and fully trained captains. (just my 2 cents)

I grinded my T8 ships in this mode. Done it with Parseval and Lexington yesterday. Spent the day playing CVs and didn't feel dirty afterwards.

Sometimes it's easier to win playing in T8 squad, sometimes - when you are in more numerous T5 - T6 squad. Sure, bots in your team makes your plans for victory much harder. Incompetence is not limited to tiers, no. :)

 

But this is a case of 5 higher tier vs 9 lower tier. Those are winnable if the T8s consist of two or more cruisers / DDs.

Yea that would be my best guess too but I probably don't know enough about the game to come to a proper assessment.

German dispersion was buffed end of last year :)
