BB Skipper Skills

I am grinding my way towards a 19 BB skipper.  I will have 4 points left to allocate.  Which is a better use, 2 x 2 with High Alert and Jack of all Trades or spend the lot on Fire Prevention?  I still have to land the last 2 points so there's plenty of time but what do you think I should do?

A typical BB build is usually

1. Priority Target
2. Adrenaline Rush
3. Superintendant
4. Concealment Expert
5. Fire Prevention
6. Expert Marksman
7. Basics of Survivability

Secondary spec BBs tend to vary more.

Fire prevention. But if that's the choices you have, my question would be what you took for the first 15pts?
