You can see them in the Azure Lane Wikia (for example)

If you dislike, WG resize portrait, you can still mods it, it's easy to do.

Yes, straight out of the wiki... 

 

Chibi skins are used in AL in battle, Fleet screen and dorm. What WG uses for the captain portraits is used in AL in home screen, story telling mode nd and armory view... 

 

So wg art department has nothing to do with it.
