More serious : making these dockyard ships commonly available in shop probably undermines the marketing mechanisms of dockyard doubloon spending. They probably want you to realize you have only 1 chance to get it which will help doubloon sales for the following  dockyard ships.

 

If that line of thinking is correct you will not see  dockyard ships in shop very soon. But it is unlogical to never sell them again as that would be wasted income potential.

I wanted this ship myself and had been watching it for a while, I was hoping that it would be steel/coal/FXP. 

Instead WG did us over at Christmas and hid it behind a wall of grind meant for the unemployed and disabled (their words) after doing the old bait and switch with The Mighty Gorizia.

 

"Nah guyz, Pay2Rico was only meant for the unemployed, disabled and <0.001% of the playerbase.  We know we have hyped the Pay2Rico for sometime now but please dont be mad at us as you can have the Gorizia instead.  I am not going to grind the Pay2Rico myself as I have a job at WG, I couldnt take a break and just grind this ship.  Have a nice Christmas." 

 

No longer interested in Pay2Rico personally, spreadsheet says players felt that they have been spoiled etc.

I read some opinion on NA forums Puerto Rico is a Tier VII BB rebadged as a Tier X Cruiser.

 

There have been occasions where it appeared that may be right.....

Well.. shouldn't it be a heavy cruiser, though with WeeGee you never know if real life designations mean anything or not...

To be fair, with certain navies they didn't really mean much of anything.

Took one I off....when i quicky looked its armour ( Barbette protection and such ) is on par with Tier 7 BB.

If I recall, Pensacola was actually referred to as a light cruiser when she was commissioned. Then again, the heavy cruiser designation was only introduced in the '20s and has always only referred to gun size (bigger than 6.1", up to 8"; the 10,000-ton limit was cruisers in general and armour isn't a part of the specification at all) whereas there have been different definitions of light cruiser through the years; technically, Glorious and her sisters were ('large') light cruisers...

Only because, again, the RN didn't want to call them what they really were, Battlecruisers.
