Why do I need to "retrain" my kirov captain ?

I am pretty sure he was but is it not now a premium ?

Sounds buggy, especially since has the descriptor Kirov (Old).

Only explanation I have is that you put him on retraining before the patch, but did not finish it.

After the patch he is still in retraining, despite there being no need for it.

Even it it was so is it not a premium ? 

Must be a bug
