you mean dockyard 2.0? this should be in 0.9.5. and 0.9.6.

Most directives can also be done in the submarine battle mode, once it's available. That's all. Can be done in any ship type.

Didn't you noticed you have also ships with deep charges ? But you cannot use them....yet .

The day WeeeGeee will try to force me to sail subs on this game is the day when I will say sayonara, and that come from a veteran of Silent Hunter, a game a lot  older than WeeeGeee adventure, where the submarines game-play make WeeGee adventure underwater a laughable lego-game....
