RPF and submarines

Will RPF work on subs (I know it shouldn't, but then, radar and hydro shouldn't work through islands and a ship using radar should be highlighted, but this IS WoWS). 

Also, can a sub commander have that skill?

If I recall correctly it works, in both cases. But I would NOT recommend to use it on sub capts.
