New Lenin go to CC and Testers?

Can a CC or Tester tell me why Lenin, as in 9.4 release notes, is given to CC and Tester as it would be a new ship? Thank you!

This Lenin is a copy pasta Lenin for future colaborations. like the ARP ships.

But why give them a test ship if it's just a clone?

Because she might not end up being a straight clone in the same way that Asama and Zarya Svobody have been slightly tweaked from their existing tech tree versions.
