does anybody know if theres a release date for this cv? and will it be available for coal/steel/doublouns?

There is no date yet and also no confirmed currency. We can only guess until WG reveals that information.

But i wouldn't expect her within the next 2-3 months at least. However, that's only my personal guess, I don't know what WG plans for that ship.
