CE is a 4 pt Cpt skill for a reason. & one has to earn pts 7-10 to obtain it. CE is fine exactly where it is & if your ship does not have it then grind more Cpt exp until you get it. The Concealment is still good enough to get in and out of position and covered behind an island it doesnt matter. Also, I started both ships with captains below 14 points, so I rather took IFHE.
