Ok, I know we all have the same question but nobody dares to ask it. So I spit it out for you: What the hell is this supposed to do?

 

My best guess would be that it is a system for measuring the depth.

Just a wild guess ... but maybe that "thing" is the funnel of a fixed smoke projecting system just like some of the italian cruisers have.

A brief search brought up some pictures of ships of the Ehrensköld and Klas classes which showed the same installation on the very same spot as on the in game model.

my guess: anti-rat device. sit's on the mooring rope and prevents rats from climbing on the ship via the cable.

It's clearly a suction cup so one can stick the ship to windows, such as the inside of a car windscreen in place of fuzzy dice...
