Make first campaign mission be playable only in a newest premium ship and every last mission of one step must be played either in a different premium or insanely hard to do without it (ofc missions cant be repeated for easy stars) and all of those are T8+ for instance?? They missed an opportunity for a Kriegsmarine themed campaign with Lutjens as the main reward. They could have created one for tailor-made for that, AND offer Lutjens in the Armoury for doubloons instead of coal as an OPTION, should there be some people who are eager to get Lutjens right away. Finally, to ensure you don't get 2 Lutjens, add a condition to the campaign and Armoury that stipulates that if you already have Lutjens, acquired through whatever means, you get 175,000 coal instead of a duplicate.
