If they were the real Republique stats, wouldn't the rate of fire and reload time bear some relation to each other? Same with the turret traverse and time to rotate 180 degrees, unless France has decided to invent a new maths system without having mentioning it .

No. Adolf Hitler was much different then Napoléon both military command and country ruling wise.

And also that depends on how you view your history. Only a French could tell you how they view Napoleon. As a Hungarian I view him positively, a British and German might think otherwise.
