Hall of fame - top 5% is 6 players, half the players in top 100 will get the base reward only

Hello,

I have this issue with the hall of fame - the low amount of players will result in very few camo rewards for most of them. It is *technically* working as intended since top 100 is not related to the % bracket. 

It seems appropriate finale for the PR event.
